Cannot upload IMM5406 To myCIC portal, there isn't an option, despite instructions to upload it

I was instructed to upload a revised IMM5406 document because it was missing data. However, the myCIC portal does not have an option to upload any documents after 6 days of linking the account and my lawyer advised against the web form since it is not reliable.

I can mail it, but this is not efficient. Why doesn't the portal allow me to upload to it?

I ended up doing that, but it needs to be submitted within 30 days. I submitted it, but there's no confirmation of it detailing that I attached my document. I am not pleased with the lack of professionalism from the IRCC and the poor technology available for such an important task.
