Not true at all,October 25 2012 after the applications is submitted,all that means is cic and cbsa get involved and work together,if is submitted before that date is only cbsa work on the case and they can do what ever they wish,if cbsa wanted cic involved before that date, they will get involved,depends on the case,every case is different
