I am junior to many anxiously waiting march applicants, however I am equally frustrated .. Really lacking ideas at this point.

"In a picket outside of Citizenship and Immigration Canada headquarters in Ottawa Thursday, Professional Association of Foreign Service Officers (PAFSO) President Tim Edwards said the union is prepared to continue striking into the fall sitting of Parliament if they have to.

“There are no signals that the government has taken the decision to come back to the table for a meaningful discussion,” said Edwards. “We are prepared to take this as long as it takes. Whether its just to the end of the summer, whether it’s into the fall.”" - ipolitics.ca

OTTAWA - Striking diplomats should get back to work, Treasury Board President Tony Clement said Tuesday, because he's not about to fold "like a $3 suitcase" in the ongoing stalemate between the two sides.

But the head of the striking Professional Association of Foreign Service Officers said the union is prepared to extend the strike into the fall if necessary.

Clement and Tim Edwards, the union president, both dug in their heels in separate interviews Tuesday after engaging in a heated exchange on Twitter.

The tough talk on both sides does not bode well for the resolution of an unprecedented job action that has reportedly stalled visa processing in Canadian foreign embassies.

That has tourism groups estimating that the strike could cost the industry $280 million this summer, while some foreign students have been forced to withdraw from Canadian university courses because they can't get visas in time.

"I would certainly hope that the union would recommend to its membership that this is an offer worth taking, that it's not going to get any better than this," Clement said in his interview.

"It's better to resolve this and everybody get back to work."

Edwards said that's not likely to happen any time soon under the current circumstances.

"The offer that is on the table, regardless of whether you think it's fair or reasonable, is the same one that's been on the table since we began negotiations 21 months ago, without a single change."

Edwards said the strike is starting to undermine the Canadian economy in tourism, education and agriculture among other sectors, and that his striking membership takes no joy in the dispute.

"We already made preparations to take this through the summer and into the fall."

The union continues to target cabinet level travel abroad, international priorities and visa processing, he added.

Edwards said he was happy to have engaged Clement over Twitter because it shows the minister is paying attention to their situation.

But Clement, who has used Twitter to blast opponents in the past, made clear that he is not going to cede social media space to the union.

"They're trying to pressure me, by social media, to take a position that is contrary to the interests of taxpayers. I guess what I wanted to indicate without any equivocation was that that will not work with me," the minister said from his riding in Ontario's Muskoka region.

"I will not fold like a $3 suitcase."

The union's 1,350 members have been in a legal strike position since April, and have stepped up job action at their Ottawa headquarters and about a dozen foreign missions, including Washington and Hong Kong.

The union wants wage parity with their counterparts in other federal departments that make as much as $14,000 more for doing similar work.

Talks between the two sides broke down earlier this spring when Treasury Board returned to the table with no new offer.

Clement also reiterated another key position of the government: "These are very well paying jobs, highly sought after, in the public service."

NDP foreign affairs critic Paul Dewar, whose downtown Ottawa riding is home to many public servants, urged Clement to get back to the bargaining table with something meaningful for the union.

He accused the minister of being "juvenile" on social media instead of being responsible and seeking a negotiated solution to the standoff.

Clement's remarks on Twitter "were derogatory to the public service," Dewar said.

Clement, however, was adamant he would not cede ground in cyberspace.

"I know sometimes unions try to pressure the bargainer, in this case me, through social media and through a series of advocacies. That will not work with me," Clement said.

"My position is: if you want to do something that's positive and useful, stop being on strike, get back to work and accept a fair and reasonable offer."

Edwards, however, said the government is not bargaining in good faith.

He said the union's wage demand for equal pay would cost the government $4.2 million over three years — a relatively small sum compared with the growing impact of the strike on the Canadian economy.

He said the union would continue to target cabinet level travel abroad, international priorities and visa processing.

What makes you think the strike will end soon? Your post before this indicates a deadlock. :(

Methods by which your application can get processed,

1. New minister calls for a truce between PAFSO and resolves the issue.
2. You are the lucky applicant where your application is picked even when strike is ongoing.
3. Emergency House of Commons is called for. (Canadian Parliament voting for Back to Work) And then they clear the back logs in 2 mths
4. During September 6 - 20 , Back to work legislation is passed. And then they clear the back logs in 2 months

I started accepting option 4 ( 90%), option 1 as blind belief ( 8%), option 2 ( 2%) .

But this could be close to reality.

Pick your options and be strong guys/gals....

Statement by the Professional Association of Foreign Service Officers: Offer of Binding Arbitration

Tim Edwards, President of the Professional Association of Foreign Service Officers (PAFSO), issued the following statement on July 18, 2013 in Ottawa:

“In light of the severe and mounting impacts of job action by Canadaʼs Foreign Service on our countryʼs tourism, education, air transport, and agriculture sectors – to say
nothing of the effects which delays in visa and immigrant processing are inflicting on applicants and their families around the world – PAFSO has today offered the President
of the Treasury Board to take our dispute to binding third-party arbitration.

“PAFSOʼs offer will expire at noon on Tuesday, July 23. If we do not receive acceptance in writing from the employer by then, we will deem the Government to have rejected the
offer.

“The key issue since day one has been equal pay for equal work in comparison to other federal government professionals. This issue has been festering for eight years. We were prevented from resolving these salary gaps in 2009 when the Government circumvented collective bargaining and imposed wages through legislation. Despite
PAFSO accepting the employerʼs two key demands in the current round of bargaining, the Government has refused to acknowledge this salary discrimination. Job action was
the only tool left to us under the laws which govern collective bargaining.

“Eliminating wage gaps between Foreign Service officers and comparable professional groups in the federal public service would cost $4.2 million, a tiny fraction of the massive fallout the Government is inflicting on the Canadian economy through their inflexibility. The Governmentʼs reluctance to settle this dispute – for what amounts to 1.5% of the estimated fallout on tourism alone – is unreasonable and irresponsible. It is in everyoneʼs best interest that the dispute be resolved as soon as possible.

“PAFSO is not as eager as our employer to keep playing a game of ʻchickenʼ while Jeopardizing the livelihoods of tens of thousands of Canadians nationwide. PAFSO has heard the concerns of Canadians and Canadian businesses. This is why we have taken the decision to act responsibly and commit to finding alternate solutions in the face of the Governmentʼs stubborn refusal to compromise.

“We are prepared to maintain our strike through the summer and deep into the fall if necessary. We would prefer that the employer accept our offer of binding arbitration so we can get back to doing what we do best: building a more prosperous, secure, and diverse future for Canada. If the Government sincerely believes its offer is ʻfair and reasonableʼ, they should have no concerns with presenting that position to an independent third party. We await the Governmentʼs response.”
