Hi ! Does the primary applicant or dependent have a criminal history? I think the notes are about that concern only. But conclude with saying that application has been approved.
Basically , it looks like earlier the officer had some concerns about the history of some offense. However, eventually decided that this offense doesn’t make the person inadmissible to Canada and hence application is approved. You can share Notes 1 also for more clarity.
