Can my wife apply for study visa while we are waiting for EE/PNP PR decision

Dear fellows,
We are an express entry (EE) candidate and submitted our PR application in September, 2015 being nominated under PNP of PEI. Our baby was born in November and we submitted the passport and birth certificate of the baby through case specific enquiry in December. Since then we are waiting to receive request for the medical and processing fee for the baby. Apparently our application status has not changed.
In the mean time my wife has received a study right in the University of British Columbia in a PhD program. She should start the study from May 1st, 2016.
Now we are in a situation where my wife needs the study permit for UBC and we are waiting for the PR application with PNP from PEI.
This is really a very frustrating situation for us because we have been trying for the PR since 2014 and just missed for a little. I would really appreciate if somebody could advise us in this situation. Waiting for your reply.

Have you tried calling the CIC call centre? You are allowed to make a direct follow-up on the phone as you are over 6 months for Express Entry. Hope your application is resolved soon.

You also can do an upfront medical for the baby, I believe. Then submit the medicals, forms, and receipt for $150 via CSE.

@bellaluna: thanks for the reply. I have tried to call the number 1-888-242-2100 but the automated voice says "your call cannot be completed as dialed, please check the number". And then hangs up! How to talk directly to an agent over phone?

I called and CIC call center agent told me that my case has been sent to Singapore visa office for processing and I should contact them. When I try to contact Singapore by phone they play a recorded message that they cannot discuss immigration matters over phone. I have sent them email and waiting for response.
They have updated the status of my application as "Background check - In progress" after almost 7 months of submitting. Has anybody faced Singapore and can share your experience please? How long they might take in this situation? Any educated guess?
