can LMIA exempt get 600 points for arranged employment?

There is additional 600 points for arranged employment. Does arranged employment require LMIA as well? How about people with LMIA exempt such as PGWP? Are they getting this 600 points?

I searched what 'arranged employment' means, and it doesn't say about LMIA.

As of right now, the best understanding of "arranged employment" is that it requires an LMIA with an offer of permanent employment.
