Can i renew PR while staying outside of Canada

We as a family landed in Canada on 18thMay 2013. We are in Canada till today. Inbetween i visited USA, July 1 and return back on July 20th. Now we are planning to go back home on april 22nd 2015 for the next few years. Will i be able to renew my PR if i have shortage just few days and should i come back and apply or can i apply through online by not showing my physical presence. Kindly guide.

You need to ensure you have a minimum of 730 days in Canada in the last five years before you apply to renew your PR status. If you apply with less than 730 days, then you can expect a refusal.

If you don't meet the Residency Obligation requirements, you can't renew your PR card, even if you are in Canada. To attempt to do so, will cause your residence to be examined and will almost certainly result in you being reported, eventually leading to the revocation of your PR status.
If you do meet the RO, you can apply for renewal but the application must originate from inside Canada. You may also, if renewal is granted, have to collect the new PR card in person from the local Canadian CIC office.

It's currently 3 years out of the last 4 years. This is scheduled to change to 4 years out of the last 6 years in July.

Once you become a citizen, there is no residency obligation. However, I think that you are a very long way from even being eligible to apply for citizenship.

I think i did not make my question clear. I already spent almost 1.5 years in Canada and if I plan to leave the country in another 1.5yrs and return back in future. Is it possible for me to apply for citizenship immediately after i meet the 1095 days criteria and leave or should I apply and stay here for a particular period of time say till I receive my passport or something like that. If i will have to be here then how long would it demand after the 3rd year.

No, because by the time you apply, it will be 4 years out of 6, not 3 out of 4. It will therefore require 1460 days since you landed as a PR. Your first post says May 2013 to April 2015. That's less than 2 years, especially with the vacation time subtracted.

Will this new rule to all immigrants here or is it only for people who got PR during the year 2014. So as you say after completing 4 years can i apply for citizenship and go back ??? and come back when i am required to collect the PP. How long does it take for this process

All people. It's retrospective. What's more, your plans are incompatible with the new "intent to reside" clause. You will probably be refused. You need to study the new C-24 legislation... As I said, you are a long way off from becoming eligible.
