As my spouse is a Canadian Citizen, I have listed him as "not accompanying me" on my application. I am wondering if I can still list his sister as a "family member holding a Canadian citizenship/PR? All the "hints" seem geared towards my partner being non-canadian, which makes it very confusing on how I'm supposed to document it all...
