Can I apply right away?

I have been admitted to McMaster University (BSc Mathematics and Statistics) for September 2012 intake. Can I apply for the visa right away?

Also, what are my chances?

Find out from your local canadian embassy on the visa processing times i believe they have a schedule of doing that.
None can tell you for sure what your chances are it all depends on how you present your application package
