Please help me.

I have open work permit as a spouse of a person who has a work permit in Canada.

I work under NOC 1211, for a year now in May. Can I apply under CEC?

I have some doubts since one lawyer told me that I might not be suitable.

Please help me. Is there anybody who applied with OWP?

And did your lawyer told you the reason why you might not be suitable? As per CIC:

You need to meet these requirements to apply under the Canadian Experience Class. You must:

plan to live outside the province of Quebec
have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply,
have gained your experience in Canada with the proper authorization
meet the required language levels needed for your job for each language ability (speaking, reading, writing, and listening).
OWP is a proper authorization!

She said that only principal owner of a work permit (my husband) can apply. But she wasnt sure, she told me to call CIC to check.

I got really confused because I thought that I can apply.

Did anybody here applied with open work permit and got PR card?

Is your doubt is based on SOWP - then sure you can apply. I am on a SOWP and applied under CEC as a primary applicant.
And if you asking with regards to the NOC code, I would leave that to be replied by someone with more exp on this. Don't want to comment on things I am not sure about. :)

Disagreed because a trick lay under this sentence "have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply," question is that who gets 3 years of work permit and answer is someone how graduated from Canadian post secondary institution. This sentence can disqualify you.

Agreed because of this sentence "You must have at least 12 months of full-time, or an equal amount in part-time, skilled work experience. Full-time work means at least 30 hours of paid work per week. If you are married or live with a common-law partner in Canada, and that person also meets the above conditions, you can decide which one of you will apply under the CEC as a principal applicant." These sentences can possibly make you an eligible candidate.

No, you don't have to have 3 years of WP, it just stays what it stays - 1 year of work experience in last 3 years before applying. Means you can work 1 year in Canada, then left the county, work another 1-2 years outside of Canada and you're still eligible to apply.

If you gained your proffesional work experience in Canada on dependent OWP then you're 100% eligible to apply as there is no rule which restricts CEC applications to principal WP holders only.

As long as your work experience is in the NOC that you are applying under , and you can present all the documents needed to support that, you can apply.

Go ahead and apply, just ensure that you have 12 months or more experience in Canada, under that NOC.
