Can I apply for visitor visa online for parents

Hi,

I would like to apply for visitor visa for my parents. Can I apply on behalf of my parents online from here in Canada. If yes, then how to send their passports. Is it like first the visa officer assess the application and then if successful they send a passport request, or the passport has to be sent with application ?
