Can I apply for AOS if I work for a band administration for indigenous communities

Hi,

I gained enough experience to apply for AOS program but I am not sure anymore if my employer is eligible since I work for a reserve community (first nations). My co-workers told me that the reserve community is considered federa so I am now torn if I should apply or not.
