So my child is 14 and we would like to get Permanent Residence in Canada. However we need the IMM5604 form from the father which we cannot provide as the father is not in the child's life nor is he cooperating with us, the father has a history of sexual crimes, physical abuse, emotional abuse and abandonment. The divorce settlement grants me primary custody but he needs to give consent to travel. Is there a way to get the Canadian government to overlook this or are there any documents that I can use to prove that the father is not cooperating etc. We are originally from South Africa
