Can FSW application be sent without IELTS but mentioning the real proof ?

Hi ,

My friend is about to send FSW application package without IELTS report since he sent IELTS to Quebec one year back. With many attempts,British Council is not in favor of issuing him a second copy. Finally he is just left with the option of sending application with certified true copy of IELTS with explaining genuine reasons in cover letter.

Will this approach work out ? Has anyone been in similar situation?
