Can a PR sponsor her spouse while both are out-land?

Dear Forumites,

Someone wants advice if she can sponsor her husband and child while she is residing outside Canada. She is a PR, married outside Canada with a foreign national, and has a child from her marriage.

The question is: Being living outside Canada, can she sponsor her husband and child because she can't come to Canada leaving her child behind during the sponsorship process as it takes a long time.

A Canadian citizen can sponsor while they are living outside of Canada. A Canadian PR must be living in Canada to sponsor, and stay in Canada for the duration of the processing. Short trips abroad are allowed.
She could try bringing her child with her. If they need a visa to enter Canada, she could try applying for a TRV for the child. If that is refused, then she could try for a TRP, which are often given to children in these sorts of circumstances.
