Can a foreigner have sole or partnership

partnership will be with PR or citizen.
do i have to apply LMO or any special permit to start it.

If i start a business here, can i apply open work permit or close work permit.

You can't have a sole ownership. A partnership may be possible.

No - you won't be able to get an open or closed work permit out of it.
