The CIC website states:

You can sponsor your parent or grandparent if you are a citizen or permanent resident of Canada and if you are 18 years of age or older.

My spouse is a conditional PR and wishes to sponsor her parents. Must she wait until the conditional status is removed from her PR (2 years from issue date)?

To the best of my knowledge there is no limitation for conditional PR to sponsor her parents, BUT she cannot do so anyways because she cannot meet the financial obligations (3 year tax filings) before her condition expires.

Right, it doesn't matter if PR is conditional or not.

And there are several ways for new PRs to sponsor parents. The PR could have income earned while on a previous work permit, or if their spouse is a co-singer can use their income also for past 3 years.
