C24 bill - do not understand the requirement ... pls help

Hi there
I still do not understand the new citizenship requirement.
They say 4 years of presence in 6 years.
And 183 days during each of the 4 calendar years within six years.
I don't understand how these two requirements could stay together. If I have 4 years of presence in 6 years, why do I need to count 183 days during each of the 4 calendar years within six years???
I really do not get this. Pls help.

Let us say:
in year one you were present for 3 months
in year two you were present for 9 months
in year three you were present for 12 months
in year four you were present for 12 months
in year five you were present for 12 months

Now you completed 4 years of physical presence but year one will not be counted as you did not live 183 in this year so those 3 months gone you have to live 183 days in year six to be eligible.

I don't believe that this is correct. This would meet both the 1460 days AND 183+ days in each of 4 calendar years and the applicant would be eligible. However, the following would not.

in year one you were present for 4 months
in year two you were present for 4 months
in year three you were present for 4 months

in year four you were present for 12 months
in year five you were present for 12 months
in year six you were present for 12 months

So, while it meets the 1460 days rule in 6 years, it fails the 183+ days in each of 4 calendar years rule.
