BSc Nursing certificate and Transcript attestation from Rajive Gandhi University

Dear All,
Any one know how to take Rajive gandhi University Karnataka,India.BSc Nursing certificate and Transcript can attested from university.I went to university and fill all the form for attestation and they send me back a migration certificate only.i payed nearly 2000 indian rupees in university.i have chalan and all.My agency tell this is not okey so i take notary attestation from bangalore.Karnataka.Any one knows is this Notary attested is enough for Quebec immigration.

Hey i also have same doubt..notary attestation is fine ..but i am confused if it should be from notary of karnataka state.
