my mother is wondering if she is allowed to import her car into Canada as part of her "luggage". Would they put toll on it?

1. No, she doesn't have to import it. Read the following : http://www.tc.gc.ca/eng/motorvehiclesafety/safevehicles-importation-visitors-faq-1336.htm
2. She should also look into changing her driver's license depending on the province, if she is resident for more that 3-6 months, it varies by province. BC is 6 months.
