From CIC FAQ:

The 5,000 cap is not the first 5,000 applications received, but the first 5,000 complete applications received, as per the document checklist; including any new forms and requirements. Incomplete applications will be returned to the applicant and will not be counted as part of the cap.
What is a complete application package?

Your application package is complete when you have:

answered all of the questions on the application form, and
submitted all the necessary documents along with your application.
Those who submitted complete but disqualified applications (eg: does not meet income criteria) will waste valuable quota, since CIC will simply shutdown receiving new application and stop process application in the waiting list.

Whho and what type of apps are you referring to - best to add fraud cases too

If you are referring to the Parent and Grandparent CAP, you are absolutely correct. My bet is that only 50% of complete applications will be approved. Maybe less.

OK ,are you thinking that they will take first 5000 and stop? no, they are accepting 5000 completed apps so unless they reach that, they will toss the rest out. Also, as far as I know, these are not 5000 APPS ( files ), these are 5000 people, coz 5K X 2 parents = 10K + not sure how many cases with dependent so 5000 people allowed IMO

In the worst case, though it won't happen anyway:

1) first 5000 complete apps are all disqualified apps, due to a variety of reasons (income, for example)
2) CIC returned all other apps received to applicants immediately after they consider 5000 COMPLETE apps quota has reached AND before they start to process/evaluate those 5000 complete and disqualified apps

What do you think will happen?

Frankly with a 2 year gap - there must be enormous backlog of people waiting to apply with advantage to those with supervisas+living in Toronto so app is signed and reached on time
Those yet asking questions and waiting for docs etc can frankly forget about it

It's a big waste of time and processing fee to mail in an app when you don't meet the income requirements. Would only be for people who mis-read the guide, or who wrongly think for some reason CIC will be making judgement calls on if they let people slide in under the minimum income. I don't think 50% would do this! More like 10% or so IMO.

I believe they are accepting 5000 applications. So 1 application could be a father (applicant), mother (dependent) and child (dependent). In this case it's 3 people, but would count against just 1 spot in the 5000 cap. Not certain here though.

The web site definitely states 5000 applications, each of which consists of at least a PA, plus possibly a dependant partner, plus a few dependant children, so 10K seems to be a reasonable guess for the maximum new PRs via this route.

I read in another forum, that lots of sponsors just signed their parents signatures for them in order to submit yesterday.

You've seen the number of questions about the "income calculations/proof" on here.. This is just the tip of the iceberg of people who think that they know better than the CIC documented requirements... After all, we are a very small, yet well informed, island in the great sea of Canadian immigration applicants. Who knows how many out there know nothing of this and similar forums and are trying to apply with "pay stubs" and T4s?

So this is indeed 5K, then it means min 8-10K for a set of parents ( some single ) + lot with deps so avg it out say 12-13K and current backlog of some 2008/9/10/mid-11 yet to be done. Overall, this is like another 5-6+ year ordeal

These of course, when/if they are detected as document fraud, will have already tied up a "complete application" slot.

Parents "may" have some eligible dependants, but grandparents will almost certainly not have.
