In India you can get both Hindi and English BC from Municipality. Try to get one which is cheaper and easier than going for translations.

yes translation is the only option. Unless you know someone right there it is difficult.

You can get your birth certificate reissued in English and the local language then you don't need translation. I did not have a birth certificate. My mum got it for me recently. I turn 30 tmrw so better late than never.

Get the translation done and get it notorized.
Get the affidavit for translation
Get the copy of original certified/notorized.
All the three things can be done in Sec-17, Chandigarh - behind Sampark centre
