That's good advice. The best city to live is where you can find a job. When you are a newcomer to Canada, if you don't have the type of skills that mean that any employer will immediately scoop you up, it means you will have to work at building your Canadian experience and that often means starting out in a place where you may not like the weather very much but are able to find a decent job. Therefore, look for jobs first, location second.
You can easily survive the cold as you will not be spending much time outside during winter.
