Before PR Time Spent in Canada on Work Permit Can I Count as a Credit Towards Citizenship ?

-I entered Canada in 2014 Jan, as a Refugee Applicant but it was denied .

-I did H&C application and got my PR in 2017 April .

-While waiting my H&C result I always obtained open work permit and kept continued to work .

-This April 2018 I am 2 year as a PR status .

-Can I count max 365 day as a credit when I was on open work permit ? But I did not have the status that time I was denied refugee and waiting H&C result ?

- I called IRCC call centre one agent told me yes you can count as credit the other agent told me no you cannot use as a credit !

Please could you tell me your opinion ?

Thank you for reply . I appreciated. I will send my application next weeks. I am just thinking If they return my application if IRCC does’t accept as a credit also they refunding that fee?
