Applying Visiting visa for brother and sister

Hi Experts,

please help me with some information.
I would like to apply for Visiting visa for my Brother and sister.
My doubts are...
1) can I apply from Canada,if they send me all the details and application here
2) is medical exam mandatory
3) what type of invitation is strong enough to not get rejected , any samples?
