Applying for PR and visitor Visa

My girlfriend is in the process of applying for a PR (FSW express entry). She realizes this will take 6 months or more. She would like to spend time with me so is considering applying for a visitor visa as well. Which should she apply for first? What's the best way to go about maximizing her chance of getting a visitor visa while not negatively impacting her PR chances?

When someone applies for a visitor visa, they basically take an undertaking that they will not overstay, will not work there without a valid permit, take part in a full-time or part-time study programme, and there purpose of visit is temporary for a specific purpose, which should be supported with sponsorships, invitations, hotel bookings and itineraries. However, if a person who has already applied for a PR and is already in the system, it can become slightly trivial to prove the visa officers on the intent of travel to Canada as she has already conveyed that she wants to settle in Canada through the PR programme application.
