Applying for Immigrant

Hi, am in Canada as temporary foreign skill worker (Chef) view month ago I got laid off cause the restaurant I work in slow business. I having professional experience as Manager in the home country before come to Canada. Can I applying Permanent Residence under Independent Skill Worker now or have to get job offer first before can apply Permanent Residence.
If job offer is needed, can you provide one?

Managing what? If it's Manager, restaurant and/or food services and you have atleast one year experience as that, which you can prove, you may apply for FSW1 without any job offer. NOC will be 0631.
