There is a provision in the instructions section of the application which states "If you have not known an eligible guarantor for at least two (2) years, complete form PPTC 132, Statutory Declaration in Lieu of Guarantor, available at any Passport Program regional office in Canada or any Government of Canada office in the USA. The form must be completed at your expense before a person who is authorized by law to administer an oath or solemn affirmation. This may delay the processing time of the passport."
Your guarantor don't have to live in the same city as you - provided your distant relative is made aware of your intent to use their name as a guarantor and you can arrange for mailing the documents and photograph back and forth for their signature, that should be acceptable as well.
