Apply super visa outside Canada and stamp inside canada

Hello,

my mother has valid visitor visa till March 2022, she applied for super visa on October 2021 but still no response from IRCC.

my question
Does my mother can come to Canada with visitor visa now and when IRCC request for the PPR for super visa can it be done in within Canada ( visa stamping )

can someone please help this ……
