PR application wheter inland or outland gives noone any status at all
Absolutely correct. This is important for people to know. Any PR application, has the need to maintain valid status as a condition. It’s listed in guide. However, you can apply for PR out of status, and it won’t affect you application as far as IRCC are concerned. The CBSA make no such assurances though, and you could be subject to enforcement action if you appear on their radar without valid status.
If you apply for an OWP with a PR application, provided you have valid status at the time IRCC receive your application, you will be granted implied status if your current status expires before a decision is made.
If your status is due to expire shortly after your application is submitted, it’s strongly recommended you apply to extend it separately. If there’s any reason for you application to be returned, and your status has expired, you won’t be able to reapply for an OWP.
