Application to regular Canada immigration for PR to move to Quebec?

Hi, I’m in the process of applying for my Canada PR, but I’m looking at moving to Quebec. Is it possible to apply via the general Canada immigration procedure and not the Quebec immigration. I wish to do so only because the Quebec procedure takes far longer than the general Canada one.

You need to be able to show your intention to reside outside Quebec upon PR if it's a federal program. However, once you're a PR, you'll enjoy the freedom of movement.
