DHL and UPS probably have the best network in Europe.
I don't know how they would return them, the website just mentions "registered mail", so this might take some time.
There is also the option of travelling to Vienna and deliver the passports in person - if this is done early am, you should be able to pick them up the same day in the afternoon.

There is an option to use DHL or other courier on the way back too. Here's what I got from Vienna on my request:

If you do not wish to send it by registered mail, you may organize a courier delivery and pick-up by DHL or Fedex.

Once we have affixed the visa in your passport, we will send you an e-mail so that you can notify the courier company that the package is ready for pick up at our reception.

The commercial courier company may contact us by e-mail at: vienn-visa @ international.gc.ca in order to organize the pick-up.

Thanks you everybody again,your greetings just make me so happy,

@ movado @ BC2013, your reply would help me alot,but According to my country rules,sending passport by mail is forbidden,and as I am not in Europe now, I am applying for schengen visa first to come and get it by myself,if it doesn't work I would use the DHL of course.

by the way Movado your answer was really helpful ,cause in my PPR Email wrote with registered mail too,so now I got that I can do it in this way.

It now shows the data as of October 9, 2013. Following the last format, these are the recent changes for FSW applications:

So it appeared that they did not do very much in the third quarter of 2013. However, in the "All FSW" column you'll notice a significant decrease of cases awaiting Final Decision (by 42 cases), so they are working.
I find it rather strange, that the number of pre-c50 cases has increased.
Regarding MI-3 cases, the increase in numbers is probably due to the new 2013 applicants being included in this table.

I think there is an important conclusion we can draw here. This is inventory as of October 9, 2013, and if you look at FSW 2013 spreadsheet, you can see, that basically all of these new files had to be physically received by Vienna by that date (and also assuming there is no new program this year), then the 548 persons in the queue for FSW are all they have to deal with this year. The usual number of yearly FSW persons processed by them is around 530, which means, that everyone should be finalized by end of September this year (that is 12 months from October 9, 2013). Let's see if they keep the pace they could keep in the last years (at least in these statistics)... :)

Huuh, I bacame pessimistic when I saw increase in numbers that I was sure that will decrease.
But, yes as oszi says, let' be optimistic.
Let's not forget one fact, they actually start flooding with updates and feedback's as of January 10'th. But that affected FAM stream only.
We can hope they also working on FSW cases, and those numbers are not yet in statistics.

Conclusion: we are not any smarter than we were before :(

Eliminating Backlogs and Improving Processing Times

Application backlogs in a number of programs pose significant challenges to the immigration system, and reducing and eliminating them is a priority for CIC. The FSW Program backlog, which in 2008 had peaked at more than 640,000 people, has been particularly problematic as it constituted a major roadblock to Canada’s ability to respond to rapidly changing labour market needs. The sizable proportion of CIC’s processing capacity for this program was dedicated to clearing applications that were up to eight years old, and this hampered CIC’s ability to process applications from persons whose skills are needed today. The continued presence of this backlog was unfair to applicants and delayed the transition to a fast, flexible and responsive immigration system. Since the launch in 2008 of the Action Plan for Faster Immigration, CIC has limited the intake of new applications under this program. As a result of these efforts, CIC reduced the pre-2008 backlog by more than 50 percent and the overall FSW inventory by over 25 percent. However, the size of the backlog demanded further action and CIC introduced three notable measures in 2012.

First, in February 2012, CIC and participating provinces and territories launched the FSW Backlog Reduction Pilot to respond to Canada’s labour market needs while also further drawing down the backlog. Under the terms of the pilot, FSW applicants with work experience required by provinces and territories were redirected to these provinces for possible nomination under provincial nominee programs (PNP).

A more significant measure was introduced in the Jobs, Growth and Long-term Prosperity Act, which received Royal Assent on June 29, 2012. Under this law, CIC terminated around 98,000 FSW Program applications received before February 27, 2008, that had not received a decision before March 29, 2012. The law required that all fees paid to CIC be returned to the applicants. This substantial reduction of the FSW Program application backlog is now smoothing the transition to an increasingly fast and flexible economic immigration system.

The third measure was a temporary pause on the acceptance of new FSW applications, apart from those with valid job offers and students pursuing Canadian PhDs. Implemented July 1, 2012, this measure enabled CIC to focus its processing resources for the FSW Program on the remaining applications received since 2008. The pause remained in place until May 2013, and allowed CIC to develop and implement the program changes mentioned above and make considerable progress toward the goal of processing all FSW applications by the end of 2014. As I knew, if you go there in the morning, they should be ready with the stamping by the evening, on the same day.

Thanks to EU most of us do not need actual visa stamped though, which at least eliminates the passport request part of this otherwise awfully long process...

That is what I mean, when I am saying that they need to process everyone and eliminate all the backlog this year, basically because the new EOI system is coming in 2015. Vienna should be able to do that, as there are no more people waiting for FSW visa than their usual yearly quota (~500 persons), or actually less, because it was 548 waiting in October, and should be no more than 350-400 waiting by now.

Monitor this page below, I have a feeling that when they publish the new 2014 operational targets here, the actual work will begin. I guess Vienna intentionally stalls processing, so their yearly quota would not be cut... I mean probably each VO will get a quota which matches their backlog this year. If they would have a small backlog, there is a risk that their quota could be reduced, and kept unchanged for the next years (I think it is much harder to increase it, than to keep it unchanged). So when quota will be assigned to them finally - which usually happened in late February before... - they do not need to make us wait anymore):

I would say nothing is sure until you have the visa in your passport, or CoPR in your hand. Looking at their inventory of PNP applications, I think around 13-15 months waiting before Medical Request seems probable (queue is 350, yearly quota is 300).

Is the number of 548 refers a number of cases,or number of persons?I understand that this is the total number of persons(not cases) received by Vienna by that date(october 8,2013),including a backlog of cases from 2007,2008 ......and cases until the october 8,2013.In the same table, we can see that the total number of cases (not persons) is 255.I agree with Oszi that everyone should be finalized by end of September this year,because it is enough to complete only one case per day.What do you think? :)

Number of Skilled Worker cases (not including Quebec SW) is 207 as of October 8, 2013. But since the operational target is set by number of persons finalized (including approved, denied and withdrawn together), we should also primarily focus on number of persons waiting, which was 548 in October. So yearly quota was 500 (persons) in 2013, there is no reason for it to decrease for 2014, and basically almost all FSW 2013 applications were already in Vienna by last October. If we add another 50 persons for arranged employment, and late FSW 2013 applications, then they have to deal with less than 600 persons in 15 months to the end of 2014. Totally doable. Just wake up already please! :)
