Our application was returned to us last July for incomplete information (we did not indicate which VO our application is to be sent), and we only received it just now (why did it take that long?).

Can we still enter the missing information, re-send the application, and be considered under the old NOC list and old rules? It is NOC 0111 financial manager, and we think it's not in the current NOC anymore.

If we need a file a new application, what NOC should we switch to?

Really need help on this one. Any advice will be appreciated.

Unfortunately for you An incomplete application is just that incomplete and you haven't entered the system. You would need to refile with a new app and would be under whatever rules are in play as of now.

what is not understood is why CIO would return missing this VO information, when it can be easily completed later on, when its time to file it at the VO?

And just how would they do that? Since you didn't specify a visa office just where are they supposed to send it?

they could have emailed us about it. It is very easy to enter this one word in our application, and there was no need to return the entire application.

The Canadian government seems to be looking for every trivial excuse to just return our applications when they get the chance.

I've been reading some of your posts and I can feel your hurt and frustration. To lose your dream and have your hard built application returned for such a small error is devastating. No one can understand how that must feel unless they have experienced the same thing themself. You've probably thought of a few options already. Would one of them be to resubmit your application just placing newly dated/signed checklists (include required IELTS and anything else that may have been added since your app was first put in), fresh fees and a glorious cover letter explaining your oversight in omitting the VO designation and perhaps some of the strengths that you would bring to Canada given the opportunity. Is there any other NOC 29 you could fit into? What would it cost? Courier fees and a bit of time, possibly IELTS? What could you gain? Peace of mind in the years to come as you watch your grandchildren search for dinosaur fossils at Drumheller or feel the mist of Niagara Falls on your face; or possibly attending your son or daughter's wedding at the same church you went to in your home town, satisfied that when you were younger you hoped to emigrate to Canada way back in 2010, but it wasn't to be, but by gosh, you gave it your all! I wish you success and a good life.
