Not if it was from a Residency Obligation examination that you failed to appeal within the statute times i.e.
1. At a visa post overseas and you did not appeal the decision within 60 days.
2. Reported at a Port of Entry/Inland CIC office and you did not appeal the decision with 30 days.
or
3. You voluntarily relinquished PR and did not notify the visa post that you rescind the relinquishment - you get 30 days I believe to change your mind.
