Aor in november, PR still in processing?

Shows processing in background check from last two weeks

Above is my brother's info..I came to know people have already got their passport requested who got ita before january 2017.
Is it a usual time for processing, or anyone in same situation?

Average processing time is 6 months. He can start wondering in May. Be aware that some people are still waiting after 12 months.

5-6 months is standard... Less than 5 months is a gift.. Processing is on a case to case basis.. Person A and Person B with identical profiles may submit on a certain day ... same visa office.. Person A may get PPR in 3 months.. Person B's may drag on and on indefinitely.. Why? No body knows..
