Yes BG went in progress. Got Update on site, no email received. Yogesh updated in NDVO tracker. Have not got around to update March AOR.

I never asked for the GCMS notes so I don't know my VO. Are outland applications processed at the local VO or is there a chance that there may be somewhere else?

Usually they are processed at the local V.O, but it's hard to know for sure. Sometimes CIC send applications to different V.O's due to the workflow.
The only way to know is through GCMS notes or if your V.O contact you asking for new documents.

I am waiting for my FSW Outland pr (mid March aor) but I was planning on going to Toronto mid September. If I get my PPR during my trip can I send my passport off then just go to the boarder to authorise the visa?

I see that you had to submit some addtional court documents and your BG went into progress on Aug 15th. This could be the possible delay. Wait for tomorrow, you may get a PPR email.
