I have applied on 13 th july in chd vfs.. Till what date i can get my visa?

I tracked my application , on the Vfs website , it shows "Your Passport has been dispatched on 04/08/2016 vide courier partner" but my cic account shows Final decision Not started. What does this mean, ?
