Then what does it mean this bill passed
It means the bill has passed but that there are systems to be changed and tested. New forms and procedures to be put in place. Staff to be recruited and trained. Then and only then will they give the green light with an effective date not before regardless of how many people imply they are desparate for an effective date to be announced.

I honestly don't understand this obsession with the effective date for 3/5. Some people seem to believe that the government is taking some kind of sadistic pleasure in watching them fry over this. As if they had nothing else to do.
Things tend to be a lot less simple than they appear from the outside, especially when a policy concerning naturalization procedures is involved. Expecting an effective date of a few days after the passing of the bill has always been unrealistic: my expectation is the effective date will be somewhere between 15 October and 15 November, but that's just a hunch, no scientific basis for this.

Lets hope the "Fall 2017" date doesn't change...whoever came up with that date earlier might have made his/her best guess and didn't have a concrete plan in place at the time to get to end of job, now that they are probably getting into it - they might find out more work is needed than was originally thought and that they need more time..
