I have applied for PR last year due to insuffciant score in IELTS my PR get rejected

My IELTS score was L - 6.5 , R- 6, W-6, SP-6.5. According to new rule I fit into the criteria .

Do I need to reply again referring old application , please advise .

Since my orginal IELTS certificate is with them.

You can apply if you occupation is eligible in the new list when it comes out. If your IELTS score is sufficient and still within validity period, you may use it again, probably you would need to get a copy from British Council for your IELTS score. You might have to mention your previous application as they specifically ask if you previously applied and got rejected on the forms. This would mean a FRESH NEW APPLICATION though.

What do you mean by insufficient IELTS score? As I understand, last year, there wasn't a minimum IELTS score requirement. It is only in the new FSW program. So, do you mean you didn't get enough points due to low IELTS score? If so, then make sure that you meet the 67 points comfortably this time around.
If you apply again, no need to refer to the old application. It will be an entirely separate application.

yes this time my score is 67 now but the thing is that my certificate with them and I need duplicate copy for fresh applicatoion

In that case, here's what CIC says you do.
If you submitted the iELtS to CIC on or after June 26, 2010, and did not get the original IELTS record back, then you can send a copy of the IELTS record along with a copy of the PR refusal letter from CIC and an explanation that CIC retained and currently holds the original.

Copy means, British Council can issue another IELTS certificate (same as you had for the first time).

I am sure you can also request your original IELTS certificate from embassy. Write them a letter about this and they will be able to send you your IELTS.

Have you considered giving one more IELTS test and improving your score? Higher the score means more points that you may earn.

You will have a UCI (Unique Client Identification) number with CIC and even if you make a fresh new application, the application will remain new, not your UCI number.

Actually, if British council issues her another report, that would be considered equivalent to original. She could try to get it but she doesn't need that. If she kept a copy of the IELTS report (as CIC suggests us to do before sending our applications) that she sent to CIC for her personal record, that will work too based on CIC's application checklist.

Copy means, British Council can issue another IELTS certificate (same as you had for the first time).

getting a letter from Canada Embassy is a difficult task.......ok one option is you can send only photocopy of your previous IELTS and other option do not tell to british Council that you submitted with application write application to British council that you have lost your Original IELTS during travel so please issue me a copy i can process my application ....thats it......

You might be advising someone a easy way to obtain a duplicate IELTS certificate, BUT, YOU ARE ALSO ADVISING SOMEONE TO LIE, which unfortunately is not a good tendency.
