My friend's score is 417 points in the express entry calculator.

How can he boost his points ? And is it advisable to apply with that score.

No way to help without knowing the individual's CRS details.

And yes, definitely advisable to apply with that score. Likely to get an Ontario provincial nomination with that score if nothing else for now.
