Administrative Penelty in Place...

Hi everyone
I am facing this error for the last few days when I am clicking submit my application. it says
Votre demande contient des erreurs. Veuillez les corriger et soumettre à nouveau votre demande.
- Section Renseignements sur l'identité : Votre DCS ne peut pas être soumise car une sanction administrative est toujours en vigueur.
- Section Renseignements sur l'identité : Votre DCS ne peut pas être soumise car une sanction administrative est toujours en vigueur.
Translates to:-
Your request contains errors. Please correct and resubmit your request.
- Section Information Identity: Your DCS can not be submitted because an administrative penalty is still in force.
- Section Information Identity: Your DCS can not be submitted because an administrative penalty is still in force.

I don't see any errors and I don't know what does administrative penelty means and how or why its is in force on my account.
Please do help me out if anyone knows something about this.

This has been solved, apparently it was due to entering right information in wrong fields.

IT IS IF YOU HAVE ANY KIND OF REFUSAL LETTER FROM CANADA IMMIGRATION AND THAN YOU HAVE AN ADMINISTRTIVE PENALITY OF BAN OF TWO YEARS ,THAN YOU PUT THIS LETTER DATE IN THE APPLICATION THAN THIS MESSAGE COMES
