If I change a non-accompanying dependent, to accompanying. Do I have to pay the Sponsorship fee again? I have received a positive DM on my original sponsorship, and hubby's application has been forwarded to the local visa office (criminal inadmissibility check).

No, you don't pay the sponsorship fee again. You just need to pay the $150 dependent fee.
