Accompanying A Canadian Citizen Spouse Overseas

In brief, after gaining PR, to get citizenship/passport, you need to spend 3 years in Canada, and to renew your PR, you need to spend 2 years in Canada. (approximately).
If you are spending time accompanying a Canadian Citizen Spouse Overseas, will this time be considered under the 3 years citizenship requirement, and/or, PR renewal 2 years requirement ?
