8 months passed since I did the biometrics for Canada study permit

8 months passed since I did the biometrics for Canada study permit and the final decision is yet to come. I raised many webform and got only one response which is "background verification".
I am from Iraq. I deferred one time, and I am preparing to request a second deferral. Should I still expect an acceptance? Is there anyone who faced the same situation? Please let me know your feedback.

I am in the same exact situation as you. Also Iraqi applying for study permit stuck in background check for 8 months.
