4 Years IT Experience in MNC at INDIA, Any good jobs out there??

Hi,
I have been working in MNC in India for last 4 years as an Automation Test Engg using QTP.
Now I am planning to move to Canada, basically Toronto.
So there are few questions in my mind.
- Will my IT Experience benefit me in getting a good job in same domain?
- I have done BTech in Electronics and communications from a reputed University in India, will I have to give some another exam so as to validate my degree?
- Can I first apply and get a job before moving to Canada?

Having an IT experience helps but it really depends on the company thats hiring you
You might have to re-evaluate your degree or/and do some certifications, MCSE, CCNA, CCIE etc, IT is always changing and you'll constantly have to upgrade your skills, having a degree is not enough.
Its hard to apply for a job before coming to Canada becuase you have to go around applying for jobs on line and then if possible physically start looking for them such as interviews

I have passed ISEB and ISTQB dual certification already.
One more question, From where will i get to know if i will have to re evaluate my degree or not?

I unfortunately dont know the specifics about certifications on your area of expertise in IT maybe other members in this forum can shed some light.
Since you have a Bachelors in Engineering this link would be a good place to start the evaluation process

as its fees is $175, its better to ask someone who has already gone through this..
