3 years system development + 1 year manager

If I have 3 years system developement experience and only one year manager experience, can I get full points working experience (4 years) if apply 0213 in new 38 occupation list requirement? Thank you!

You only need one year of experience in the ministerial list criteria.
For points, you can count any jobs of skills A, B or 0.

Those 3 years sound like 2174/2173 (don't know which one) and you can get points for them.
If you are sure that you have one year of experience in 0213, you should apply. But speak to other people here who might think you need more experience to count as 0213. I am not an expert so I don't know.

If you have atleast one year Full Time Paid Experience under NOC 0213, then it is worth giving a shot as you will not loose any thing. If they reject, they will refund your money anyway. Just go for it, do not take other people advices on this, you may get confused. The sooner you apply, the better for you. Remember you will not loose any thing, infact it will fetch you experience. If you were rejected, next time you will be able to make your application stronger.
