It is a standard message. I am also single and with no dependents and got the same message a couple of months ago. It simply gives you the right to use those services for free.... and I guess it also means your application is going well and moving forward so far.

Hi Amy, Sorry for my late reply. No I did not take any IELTS test and my application seems to be going fine. I have already been asked to pay the RPRF and do medicals. So no , definitely no english tests needed if you are in my situation. Good luck!

I applied for BCPN on january 27th and got nominated. So they must have considered February 2 2015 as my degree completion date.

You mean that if language tests results were not requested when registering for Provincial Nomination then CIC does not need them when applying for PR either? Sounds perfectly logical. Where did you learn that information? Thanks!
