Use CIC's tool to calculate points you would get if you maxed out language scores. Ideally, you would want to get into CLB 10 band - Reading, writing, listening > 8 and speaking > 7.5 .... I know it costs a lot of money....A lot of practice would put you in good state to take the actual test.

Maxing out IELTS score like Scylla has mentioned here is the easiest, least time consuming and most practical way of increasing your score, given that you cannot really do much about your skills, education, experience in a short span of time.

Did your application background check status ever charge to in progress? If it did and the status again changed back to NA, then you are very close getting a PPR.
