I won my ADR on 1 Oct'13 .. and received letter form CPP Ottawa for pcc and medical by 9 Dec'13... we sent everything back .. but didn't heard back anything ... till now ..

Yup it looklike ... Mine case was forwarded to CPP Ottawa .. some other vetran file was also transferred .. They were makeing it clear within 6 weeks .. but I sent my new form, pcc, and medical on 19 Dec'13 .. but not heard yet anything... Wish we could have better system .... what it is ...

I think you missed the train .. you had received the refusal letter 7 Jan so, you should have appealed within 30 days after receiving the letter... I don't think you can appeal now .... Talk to lawyer ... may be there is some chance !! talk over phone .. they will not cost for that !!!

Its better to provide cover letter .. I had appeal with my lawyer so, i have no idea what they had include with appeal paper .. May be some other veteran can help you .. IAD counsel will see and decide if your case have potential for ADR or full hearing ....
