The same thing with contacting the CPC at Mississauga by phone, they specify that the Call Centre only serves applicants within Canada as some posters...

    He would be dependent if: 1- He is under 22 years of age; or 2- He is enrolled in university full-time since before turning 22; or 3- he depends financially from you because of a medical condition. Otherwise he is not considered dependent. Double check with the OP manuals to be sure.

    The UCI is normally given to you via any communication sent after your application (TRV, PR, etc.), look for it in letters sent to you as part of the TRV application process, or call CIC at 1-888-242‑2100. Still, you may leave the box blank if the UCI not known.
